Welcome to the Texas Victims of Communism Monument Fund. Signed into effect by Governor Abbott on June 16, 2023, Representative Oliverson passed House Concurrent Resolution 26, which allows for the construction of a monument at the State Capitol Complex, dedicated to the victims of communism.

As this is not a state funded effort, we hope to bring together those who share their commitment to resilience, hope, and human rights in order to construct a monument that reaffirms Texas' commitment to democracy and individual freedoms by standing up against oppressive ideologies and honoring the victims of communism.

  • Tiananmen Square, Beijing, China

    The Goddess of Democracy, a ten-meter-tall statue erected in Tiananmen Square in 1989 by art students, symbolized the pro-democracy movement in China following the death of reformist leader Hu Yaobang. Constructed in three days, the statue, made of metal, foam, and papier-mâché, became a powerful emblem of defiance against the oppressive government, facing Mao Zedong's portrait. Despite its short life, the Goddess of Democracy drew large crowds before being toppled by the Chinese military during the June 4 crackdown. The statue's global replication underscores its enduring significance as a universal symbol of liberty and the ongoing struggle for democratic ideals in the face of tragedy.

    The Victims of Communism Memorial Foundation (VOC) Memorial, in Washington, D.C., serves as a poignant tribute to the over 100 million victims of communism. Established through PL 103-199, unanimously passed by Congress and signed into law by President Bill Clinton in 1993, the foundation was tasked with designing and constructing the memorial for all groups that suffered under communism. The dedication ceremony, presided over by President George W. Bush on June 12, 2007. The front pedestal of the memorial bears the inscription "To the more than one hundred million victims of communism and to those who love liberty," while the back pedestal declares, "To the freedom and independence of all captive nations and peoples." The memorial stands as a powerful reminder of the human cost of communism and a celebration of freedom and independence for all nations.

    Texas is set to become the first state to have its own replica of the Victims of Communism Memorial Foundation (VOC) Memorial, a testament to the more than 100 million victims of communism. Following the unanimous passage of HCR 26 and its signing into law by Governor Greg Abbott in 2023, Texas is now taking the initiative to honor those who suffered under communism. Mirroring the dedication and spirit of the national monument, the Texas replica will stand at the state capitol complex, echoing the sentiments expressed by its construction. This initiative underscores Texas's commitment to those who have suffered and died at the hands of communist regimes in the past, and to stand for those who are fighting for freedom today.

A replica of the Victims of Communism Memorial at the Texas State Capitol reaffirms Texas' commitment to democracy and individual freedoms by standing up against oppressive ideologies and honoring the victims of communism. It is our collective duty to acknowledge the millions of lives lost to this perilous ideology and ensure that the egregious human rights abuses committed by communist regimes are never forgotten. By building this monument, we aim to create a lasting legacy of remembrance, fostering a community within Texas that embodies the values of freedom, compassion, and resilience.
